• An El Cajon man accused of kicking a neighbor's Chihuahua to death is scheduled to be arraigned in the East County Monday afternoon. Twenty-three-year- old Troy Hilliard allegedly killed the tiny canine named "Chico" in an unprovoked outburst of violence last month. Authorities say Hilliard kicked the dog repeatedly before picking him up and throwing him over a fence.

• A magnitude 2.2 mini-earthquake rattled East County at 6:29 a.m. Sunday.

The rattler was centered about 4.7 miles beneath the surface, about 13 miles north of Jacumba and 21 miles east of Pine Valley.

No damage was reported.

• The average price of a gallon of self-serve regular gasoline in San Diego County rose Monday for the 11th consecutive day, increasing two-tenths of a cent to $3.793, its highest amount since Nov. 18.

The average price is 3.1 cents more than one week ago, 10.3 cents higher than one month ago and 40.3 cents greater than a year ago, according to figures from the AAA and Oil Price Information Service.

The average price has risen 5.6 cents over the past 11 days, including two-tenths of a cent on Saturday.

Santana National Little League is looking for volunteer umpires for our spring 2012 season. Adult and junior umpires are welcome. The volunteer umpire is an important part of any successful program. No experience necessary. Training will be provided.
