Wet and windy winter weather is expected to return to San Diego County Monday as another fast-moving Pacific low pressure system moves inland.

The National Weather Service predicts a 100 percent chance of rain Monday before 4 p.m., falling to a 40 percent chance the rest of the night in the Santee area. The high on Monday should reach 60, with a low of aroundn 43. Winds could gust as high as 20 mph.

The system will bring strong gusty west winds to the mountains and deserts and light to moderate rain to coastal, valley and mountain areas, according to the National Weather Service.

The rain will move southward across the region Monday morning and end that night, the agency advised.

A little less than a quarter-inch is expected along the coast, while up to an inch is possible in the mountains. A quarter-inch or less will fall in the deserts, according to the Weather Service.

A high wind warning is in effect today for the mountains, where there will be winds of 25 to 35 mph, with gusts up to 65 mph near ridge tops, according to the Weather Service.

"Driving of high-profile vehicles will be difficult," the Weather Service advised. "Affected roads include Interstate 8 between Pine Valley and the Imperial County line. Watch for broken tree limbs and downed power lines."

The prediction for Tuesday and the rest of the week is sunny skies.

3 DUIs in 5 Days

An Imperial Beach man is behind bars Monday morning accused of driving drunk three times in five days. The Sheriff's Department arrested 44-year-old David Paul Lakarnafeaux on suspicion of DUI Sunday. The California Highway Patrol arrested him last Thursday and San Diego police arrested him last Tuesday. He's now being held on $100,000 bail.
