The proposed Castlerock Project creates "Significant Unmitigated Impacts"; therefore, I Stephen W. Houlahan, am opposed to this development and urge the San Diego Planning Commission to vote in opposition of this project.

Castlerock’s Final Environmental Impact Report (FEIR) state’s, " While Mast Boulevard is not a designated scenic view corridor, it is considered a public viewing area that provides views of open space hillsides, which are significant visual resources per the General Plan and Community Plan… Considering the scale of the view blockage, in accordance with San Diego’s Significance Thresholds, the proposed project view blockage impacts would be significant" (pg.9).

The Castlerock Development is detached from San Diego’s resources and services. Instead Castlerock will rely on the City of Santee, for which the Santee City Counsel is opposed. The proposed location is adjacent to Mission Trails Regional Park and contains segments of the historic "Stowe Trail". According to the FEIR , "The project would potentially result in significant impacts to covered species through habitat loss or reduction in plant populations. Also the project could result in significant indirect impacts to nesting birds (including raptors and coastal California gnatcatcher) within the MHPA"(pg. 3).

The Castlerock project fails to achieve San Diego’s 28.3 Business as Usual (BAU) reduction goal. The FEIR state’s "As the project would not achieve the City’s GHG reduction goal, it would result in significant GHG impact" (pg. 10). Construction emissions and the additional traffic congestion are "Significant Unmitigated Impacts".

Finally, the proposed Castlerock Project is located directly below the Sycamore Landfill. The FEIR completely fails to address the Sycamore Landfill’s negative affect on the Castlerock Project. Decomposition at the Sycamore Landfill emits methane, which is malodorous and toxic. This omission warrant’s further investigation, and postponement or denial of the Castlerock Proposal.
