According to the examiner's report, a witness stopped to render aid but was unable to free Roe, and placed a 911 emergency call.

Emergency personnel said Roe was pronounced dead on the scene due to multiple blunt force injuries.

California Highway Patrol Officer Brian Pennings said Roe was wearing a seatbelt but his passenger was not. The officer said there was no initial evidence of drugs or alcohol involved.
