has been identified as a 46- year-old San Diego County resident, the San Diego County Sheriff's Department reported over the weekend.

The body of Kenneth O. Harper Jr. was found about 10:40 a.m. Tuesday in a residence the the 11400 block of Rocky Lane, according to the San Diego Sheriff's Department.

Autopsy results confirmed that the cause of death was homicide, sheriff's officials reported. But no other details were released.

Gas Prices

The average price of a gallon of self-serve regular gasoline in San Diego County fell nine-tenths of a cent on Sunday to $3.869, the third consecutive decrease after increasing 11 of the previous 12 days.

The average price is three-tenths of a cent more than one week ago and 71.8 cents above what it was this time last year, but 4.5 cents less than one month ago, according to figures from the AAA and Oil Price Information Service.   

The average price fell six-tenths of a cent on Friday and a half-cent on Saturday.

Burning Permits

Burning permits and other permissions to use open flame were suspended over the weekend on state-owned lands and unincorporated areas within San Diego and Imperial counties, fire officials reported.   

The proclamation was issued because the critical fire weather and acute dryness increase the threat of destruction by fire to life, property or natural resources, officials said.   

The use of campfires was also restricted to within established campfire facilities located in public campgrounds, Cal Fire officials said.   

The order will remain in effect until further notice, officials said.
