Councilmember wrote this in response to an email from Santee Patch asking for comment about the Quail Brush Power Generation Project (see the ):

I would tell Cogentrix, SDG&E and Goldman Sachs to consider the following:

I would share with them that residents are not willing to take a loss on their property values so a multi-million dollar company can make money. In other words, corporate profits should not be the criteria for sight selection.

I would ask them  to  reveal the  impacts of such a facility operating 100% of the time, as I am having a hard time believing it will only operate part time.

I would ask them why the only place in San Diego County this facility can be is in a regional park.

I would tell them that cumulative effect from the landfill, the methane plant, the highway, and this facility, leads many to believe the health of surrounding residents are at risk.

I would remind them that this is a regional park designed for wildlife as well as the people of San Diego County. Why do they feel a noisy power plant is compatible with the surrounding area.

Finally, I would state that I very much understand the need for additional energy facilities and I am sure a location that doesn’t negatively impact the people it is designed to serve can be found in the county.

Thank you, Councilmember Dale. So if it is built, does SDGE/CoGentrix need to obtain new permits to run over 43%? What would prevent SDGE/CoGentrix from obtaining the permits? What guarantee do we get that CoGentrix will not run the plant more than 43%? Can they guarantee this? In the interview on KPBS, Lori Ziebart of Goldman Sachs/CoGentrix evaded answering this question. The CoGentrix application itself mentions an increase in run time in the next few years. What kind of accountability will Santee and San Diego citizens have? If the 43% annual run time is mostly in the summer - already the most polluted months - that will be like 100% run time to our lungs, anyway. Our lungs don't do mathematical averages. For our health, we want to breathe the cleanest air possible, every day, and not bring projects to our town that worsen our air pollution.

There are 3 generators at the Otay Mesa facilty and plenty of room for many more. The plant is already built and has been there for several years now. It has everything in place already. Would it not be cheaper, easier and a much more appropriate place for it to just expand this plant and not build the one here next to the Santee border close to schools, residential areas, etc?
