Council Meeting: Public Hearing on Construction of 172 Apartments at Town Center

Public Hearing

A public hearing will be held for a Development Review Permit for a 172-unit apartment complex, known as the "Parc One" project, within the RiverView Corporate Office Park in Town Center. It would sit adjacent to the future site of San Diego Christian College and the six-building office complex developed in 2007.

The project is being considered for the 6.78-acre site nearest to the Trolley Square shopping center, and would consist of three buildings, two four stories tall and one five stories, which would make them the tallest buildings in Santee. The apartments would fit with the existing high-density urban residential plans for the RiverView site, at 25 dwellings per acre.

The apartments would include 52 one-bedroom, 84 two-bedroom and 36 three-bedroom units, a pool, resident courtyards, children's play area, outdoor BBQ, and pedestrian connections to nearby facilities. The project would be built along the San Diego River and would include the construction of a 12-foot wide paved path along 673 feet of the San Diego River Trail.

Another feature of the project would be a decorative "Arroyo" pedestrian promenade aligned north/south, providing community access from the Trolley Station to the river trail.

Public street improvement widening Town Center Parkway from Cuyamaca Street to the entrance of the apartments would also be included.

Continued Business

Council will vote on an amendment to the current waste disposal franchise agreement with Waste Management, keeping rates the same as last year and confirming certain benefits to the City of Santee.

New Business

State law requires each city and county to prepare a Housing Element which is reviewed by the state every ten years, so Santee must demonstrate to the state that there is adequate land available to accommodate housing for all income levels.

The San Diego region must plan for 161,980 units that would accommodate "very low, low, moderate and above-moderate income housing needs." Santee's share is 3,660 units, of which 388 have already been permitted since 2010.

City staff has recommended to change the land use designation of 12 parcels on five sites to reach the required number of units.

This is simply a planning requirement, not a mandate for the city to produce the units. The Councilmembers have the option of replacing staff recommended sites with other areas of equal unit value.
