Restoring human potential through innovative healthcare services.By reading "Penny Health" website I learnt In actuality, there are two programs at work here: States that chose to administer the plan themselves and states that opted out and asked the federal government to step in.

This video paints the pretty picture of services offered but does not address the issue of the Edgemoor clients when they are out in the community. Instead of being good stewards of the environment, the smokers who sign themselves out on a daily basis, seem determined to deliberately defy the litter law and pollute the public areas of Santee. Although a large cigarette butt receptacle was set up at the edge of the public sidewalk and the sidewalk onto the non-smoking county grounds, the smokers who gather there use the landscaped planters along the walk way as their ashtray. Frankly, if they can't conform to the laws of California (littering) they should be confined to the facility. Who is running the place? Why allow the smoking paraphanalia into the facility? If they are recovering addicts and alcoholics, their addicitons should be addressed at/in the facility. Mr. Hekimian,Director of Behavorial Health, is trying to gain compliance but assigning staff to clean up the mess as opposed to getting the patients to take responsibility solves only the issue of the mess in Santee. Kick them out? I was asked "where would they go?" they are virtually homeless and would be on the street. Your dime taxpayers!

Jean: If you watch this area like you say to are doing its seem you are picking on some of people that are doing this. I've seen other people do the same think. If you walk by the Distant School area you will find the same problem. Go by the the shopping centers we have here you see the same problem. I've watch kids go by this area and remove the smoking urn. Walk down a little bit more and look under the driveway to the park area and look at all the trash that be dump in the storm drains from home owners in Santee. I'm sure Edgemoor would be glad to let you help clean up this area as a volunteer. This would save your Taxdime as you put it.

My taxpayer referral is to the situation of the taxpayers footing the bill for this basically homeless shelter. The Alpha Project could probably put them up in a tent somewhere for a lot less money. There is plenty of trash to go around. I always have a trash bag with me when I walk and never fail to fill one or two every time I am out. Get real, under the driveway, in the river bed? Have you seen some of the weirdos that come out of that riverbed? I stand by my comment. If the Edgemoor residents cannot obey California law they need to be confined to the County property!
