, 68, passed away Tuesday, August 23, 2011. He served as Santee City Manager for fourteen years, from 1983 to 1997.

Ballard acted as Santee's second City Manager and helped bring the young city into maturity with major developments like Town Center, and the redevelopment agency.

Presentations:

• The annual football game between and high schools is being formally dedicated the Jack E. Dale Cup by the City Council. at this year's game.

• September has been designated as National Preparedness Month by the Department of Homeland Security. The City of Santee is recognizing this in a presentation of a proclamation, which reads in part: "...urge all citizens to before, during and after major emergencies to mitigate injuries, loss of life and property damage." • National Suicide Prevention Week and Yellow Ribbon Youth Suicide Prevention Week is being recognized by the City Council. will be accepting the proclamation on behalf of the Yellow Ribbon Youth Suicide Prevention Program she has been volunteering with.

• The City Council, in partnership with the Daughters of the American Revolution, are proclaming Sept. 17-23 "Constitution Week" in Santee, in honor of the 224th anniversary of the drafting of the Constitution of the United States of America.
