Niosy, rude, annoying neighbor HELP!!!!!

You Know Reno, Neighbor

We have a neighbor that just moved to the area. I work nights. She SCREAMS at her kids at 7am from the garage to HURRY & GET IN THE CAR for about 30 min EVERY morning. Then yells at her poor beagle to STAY STAY STAY in the garage (poor little guy wants to run away, I would too!) then locks him in the garage ALL MORNING, at least 3-5 hours of NON. STOP. HOOOOOOOOOWLING. This happens 5 days a week. I work nghts 5 days a week. I have talked to her nicely. Left her a few reminder notes. Filed complaints with the HOA. What is the noise ordinance time for Santee & what would happen to the dog if I called the cops. ( I worry more what would happen to the dog then her.) HELP!!
