City Council: Rent-a-Car Relocation, Costs Rise for Storm Drains, Prevailing Wage

What's planned for the upcoming Santee City Council meeting.

The next meeting of the City Council begins Wed., November 13, 2013 at 7 pm:

Enterprise Rent-a-Car Relocation

Enterprise Rent-A-Car is requesting to relocate from it's current Mission Gorge location to 8795 Cuyamaca St. (previously occupied by El Camino Rentals). The relocation would include site improvements such as repainting, landscaping along Cuyamaca Street, removal of razor wire and re-slurry of the parking lot.

Magnolia Ave. Storm Drain Project
The storm drain construction going on at the corner of Woodside and Magnolia Avenues has run into some issues that require $200,000 of additional funding to complete the project. The project is replacing failing pipes in the area. Unexpected areas of contaminated soil were encountered, caused by documented gas leaks from the Chevron and other nearby gas stations, which resulted in further costs. The city plans to file a claim for reimbursement from Chevron. For the time being, the funds will come from TransNet.

Prevailing Wage Update

A recently passed state Senate bill would prohibit Santee from receiving state funding for construction projects unless the city updates its prevailing wage law in a way that may result in increased costs on certain public works projects. The city's current prevailing wage law has higher triggering thresholds than required by the state. The new law would kick in at $25,000 for construction projects and $15,000 for demolition or repair work. It requires a 4/5 vote by the council.

The CA Department of Industrial Relations website describes "prevailing wage":
"The prevailing wage rate is the basic hourly rate paid on public works projects to a majority of workers engaged in a particular craft, classification or type of work within the locality and in the nearest labor market area... California’s prevailing wage laws ensure that the ability to get a public works contract is not based on paying lower wage rates than a competitor."
