Mission Gorge trash.

Who is in charge of cleaning up the roadside along Mission Gorge between Carlton Hills and the 52?  It is an out of control eye sore with plastic bags, fast food packaging and car parts, all below Habitat protection signs.  And before someone pipes up and tells me to do it, Thanks but I pay taxes for someone to clean it up.
